difference is “store” vrs “individual”
and blame it on your Government.
Since a item “belongs” to shipper up on to it arrives on your doorstep, it getting hung up by Customs or Homeland Security (or disappearing into their blackhole), discourages said retailers from sending stuff south,
now as a private seller, I am unaware of any restriction for throwing stuff over the fence (firearms excluded) as long as I am able to meet the shipping restrictions. Why I am not a millionaire yet for sending ammo south.

There’s also some UN treaty, dealing in arms or some such that prevents it by some sort of BS law.
