Cannons are currently legal to own.

Modern cannons with cased ammunition are heavily regulated by the federal government under the 1934 National Firearms Act, but they are legal to own, once you jump through all the paperwork hoops to buy them.

Older technology (1800s and earlier) cannons can be bought with no government paperwork, and the regulations on them are mainly limited to regulations on safe storage of the powder, though NFA restrictions would apply to any explosive shells you obtain or make. Solid, canister, chain, or even sabot projectiles would not require paperwork.
