The UN does do some suspicious things, and doesn’t exactly have the best reputation sometimes, but they would be nuts to try anything like this in the US.
Although some of their previous peace keeping activities might suggest why this story is somewhat believable.

As long as we’re in the UN all we need is a good amount of civil unrest to warrant some police help from blue helmets, especially if called on from a governor hell bent on destruction due to local authorities not upholding confiscation orders.
