Failure drill would have taken him out. All the shots were to the body, and he either had body armor or he was tweaked. In any case when the body shots did not work they should have gone to the head for quick drop and kill shots. Failure drill two to the body one to the head.

These police were way more than patient with this nut job, to the point that it cost a person their car and nearly cost a cop his life. But then this IS Commiefornica so……….
