What are the exact qualifications to have your channel be unlocked?

I’m wondering is there a secret combination of how many posts you have to make in the forum, how many videos do you have to watch him like, or is it just based on nothing more than funds and the availability of servers and storage space? Let’s be honest I don’t spend most of my life on forums. At what point can little people like myself expect to get to participate?
