Tennessee state government has a history of sending men legal notices that they have to start paying child support, based on nothing more than a welfare recipient picking their name out of an old phone book and claiming they are the father. The ‘claimed fathers’ have to get a DNA test, to clear things up.

The Tennessee state government office that tracks people down and collects child support from them, seems to have great difficulty in finding anyone who happens to be female, though. Over $10,000 in back child support owed by one particular woman, who has never denied that it is her kid, has signed court documents agreeing to pay child support, and the state office has been provided with far more information than they are given to locate those ‘claimed fathers’, but somehow she becomes a complete ghost when that office tries to find her.

Yes, the system is (insert your favorite colorful terminology).

US newspaper tried to make it more economical (because a typesetter was paid by the letter, removing letters found in common English words that did not impact the meaning), but not sure about prefecting it.
